3 1. What is Unique about PASET?
It focuses on applied sciences, engineering and technology from TVET level to higher education and research It has three areas of work : (i) incubating and operationalizing regional initiatives (ii) technical assistance to countries and (iii) knowledge sharing, particularly with newly industrialized countries It is initiated by the strong political will of the member countries  It has a nimble governance structure, which combines the political, operational and advisory; and initiatives are implemented through technical partners that are competitively selected by the financing partners It is very results, impact, efficiency oriented which make a big difference

5 3. PASET @5 (5 Years Since the Call to Action, PASET Forum, Dakar 2014)
US$ 36 million raised for the Regional Scholarship and Innovation Fund (RSIF), a pan- African science fund. 10 RSIF host universities competitively selected among 160 applicants and 16 RSIF PhD scholars selected from 980 applicants   US$ 293 million investment for the Regional TVET Initiative with 16 regional flagship institutes 30 SSA countries and 700 participants across PASET knowledge sharing events More than 80 sub-Saharan African universities participating in the Regional Benchmarking for SSA Universities Initiative 

6 4. PASET Programs: Regional Scholarship and Innovation Fund (RSIF)
KEY HIGHLIGHTS: US$ 36 million raised from 6 SSA governments, Government of Korea and World Bank. Commitments made by 5 additional SSA governments. 10 SSA universities competitively selected as Host Universities from almost 160 applicant universities. 16 scholars from 8 countries (first cohort) competitively selected, funded and enrolled in PhD programs from 980 applicants. All with the aim of raising the quality of PhD training and research in competitively selected SSA universities

7 4. PASET Programs: Regional Benchmarking of SSA Universities
A graduate tracer study tool Selection of implementing entity Growth in participants A graduate tracer study tool is being developed with MyCOS, a Chinese higher education data analytics company and several partners are supporting the initiative including the Southern African Association for Institutional Research (SAAIR), and German Academic Exchange Service (DAAD) among others. The African Virtual University was selected competitively in 2018 to serve as the initiative’s implementing entity. A first benchmarking exercise was held in 2016 that saw the participation of 48 SSA universities and a second exercise is ongoing in 2019 with the participation of about 75 institutions:

Objective Support the development of highly specialized TVET programs at selected flagship institutes for training of technicians and TVET faculty meeting international certification standards Approval by World Bank US$ 293 million World Bank financing was approved in 2018 for a regional project in East Africa Regional Flagship TVET institutes 16 competitively selected regional flagship TVET institutes in the areas of transport/infrastructure, power/energy, manufacturing and ICT in Ethiopia, Kenya and Tanzania Programs Complementary interventions at the institutional, national and regional levels

9 4. PASET Programs: Knowledge Sharing Program (KSP) with Korea
The Korea Development Institute (KDI) and PASET started a Knowledge Sharing Program (KSP) for technical assistance and policy recommendations in the areas of Human Resource Development, Science, Technology and Innovation, and TVET. Two policy recommendation documents have been published for Senegal and Rwanda focusing on strategic planning to establish TVET centers of excellence and science, technology and innovation governance for Senegal, and improving performance of the human resource development system and ICT human resource development for Rwanda.

10 4. PASET Programs: PASET Forums and Study Tours
Since 2013, PASET has organized five Forums around Africa that have contributed to serve as avenue for knowledge-sharing and bring together diverse stakeholders for a rich exchange of strategies to build high quality technical and scientific capacity in the SSA region STUDY TOUR Over the years, PASET has organized several study tours for African governments and institutions to partner countries to promote knowledge exchange on higher education and skills development

11 5. PASET Partnership Korea China India Japan Private Sector
Provides technical assistance as part of KSP Financially supports some PASET activities through Trust Fund at World Bank PASET will sign MOU with the Korea institute of Energy Research (KIER), Korea Research Institute of Chemical Technology (KRICT) and the Seoul National University (SNU) for RSIF sandwich program. China MOU between Africa-China-World Bank for tripartite collaboration with Africa on higher education, TVET, science and technology including PASET Study tours on higher education and TVET India World Bank and India’s Department of Science and Technology signed an MoU that will facilitate partnerships between RSIF host universities and Indian Institutes of Technology. Study tour on TVET Two MoUs were signed between RSIF host universities and a Japanese university and an online education company respectively. Study tour on higher education Japan Private Sector PASET signed an MoU with Samsung Dream Scholarship Foundation on supporting the stipend of RSIF students. An MoU is under preparation with the OCP Group to partner with PASET RSIF in key areas of academic training through the University Mohammed XI University in Morocco. Discussions on supporting the program were held with MasterCard Foundation, the Bill and Melinda Gates Foundation and the Arab Bank for Economic Development in Africa (BADEA).
